Severin Borenstein, Director of the University of California Energy Institute, spoke at the Travers Conference on Ethics and Accountability, California’s Energy Future. Borenstein argued for a state energy and climate policy designed to encourage globally affordable, adoptable, and exportable green technical innovation in California. Such an approach could more effectively address global GHG emissions than the existing state based cap and trade policy which targets California’s own carbon footprint.<\/p>\n
